Yes. Each year, the ASEAN hosts apparently encourage each delegation to do a skit, and this was ours. Cameras haven't traditionally recorded these in the past, but the AP got one in this time. (The Russian delegation, for those interested, performed the Beatles' "Yellow Submarine").

Incidentally, Dan and I later found that googling ASEAN + Skit yields all kinds of dirt. From the China Reform Monitor, August 1999:
A musical skit by U.S. diplomats at the closing dinner at the ASEAN meeting featured Assistant "Secretary of Defense [for Asia] Kurt Campbell dressed in drag as Madeleine Albright, Reuters reports. Before Campbell sang "Lone Superpower" to the tune of "Home on the Range," Albright was heard via audio tape: "I have left behind a clone Madeleine II . . . who combines the modesty of ex-Secretary Henry Kissinger with the shyness of Madonna -- me." Campbell, wearing clothes similar to Albright, with a chorus of U.S. diplomats, sang: "Some countries complain/ We feel their pain/ But we're sticking with hegemony." At last year's conference, Albright sang love duets from "West Side Story" with Russian Prime Minister Primakov. "U.S. officials briefly considered doing something with the Chinese this year," Reuters adds, but given the state of relations, decided not to ask."
